Dave Wheeler
Chief Operating Officer at New Balance

Dave Wheeler serves as Chief Operating Officer at New Balance, a global leader in athletic footwear and apparel. Since joining in 2017, Wheeler has been instrumental in driving operational excellence and strategic growth across the company’s global footprint. He oversees end-to-end operations, including product development, global planning, sourcing, manufacturing, logistics, quality assurance, innovation and construction, ensuring that New Balance delivers premium products to athletes and consumers worldwide.
Under his leadership, New Balance has achieved record performance, tripling revenue and volume while navigating unprecedented challenges such as global supply chain disruptions and the COVID-19 pandemic. Wheeler spearheaded initiatives to modernize manufacturing, expand advanced production capabilities, and strengthen sustainability practices. His vision emphasizes agility, innovation, and customer-centric execution.
Prior to joining New Balance in 2017 as Senior Vice President of Global Supply Chain, Wheeler held senior leadership roles at Cintas Corporation, where he helped grow revenue from $1 billion to $6 billion, and at Union Pacific Railroad, managing billion-dollar capital programs and operational planning. He began his career as an avionics engineer with the U.S. Department of Defense, developing advanced systems for the F-16, YF-23 and YF-22, laying the foundation for his expertise in complex systems and operational strategy.
Wheeler holds a Bachelor of Science degree in Electrical & Electronics Engineering from Merrimack College and an MBA in Supply Chain and Finance from Miami University. He is a Six Sigma Master Black Belt and a recognized thought leader in supply chain transformation. Beyond his corporate responsibilities, Wheeler serves on the Board of Directors for the World Federation of the Sporting Goods Industry, the Advisory Board of Z100 and advises organizations focused on innovation, sustainability, and workforce development.
A passionate advocate for integrity, teamwork, sustainability and continuous improvement, Wheeler believes that operational excellence is achieved through alignment of strategy and execution. Wheeler has been married for over 30 years and a father of two, he resides near Boston, Massachusetts.

David Tibbetts Economic Impact Award
Economic development is not a singular issue, nor are there simple and straightforward solutions to growing an economy, ensuring its resilience, and making it work for all members of a community. And yet, many other social priorities—such as health outcomes, quality of life, and social equity—hinge on a successful economic development strategy.
In recognition of the vital role that economic development plays in our local, regional, and statewide destinies, the Lawrence Partnership will be honoring leaders who have successfully promoted and implemented innovative economic development strategies.
Like those strategies themselves, recognized leaders will have:

The award is named for its first recipient, David Tibbets, a leader who has represented the ideals of this award through his life of service to the Commonwealth of Massachusetts and his native City of Lawrence.

Chester (Chet) Szablak
Chet Szablak is a Merrimack Valley native. He has enjoyed a banking career that has spanned over 40 years. During the early years of his career, Chet worked as a credit analyst, credit manager, commercial lender, and commercial lending team leader. Over the course of his career, Chet has successfully loaned hundreds of millions of dollars to Massachusetts and New Hampshire businesses, non-profit organizations, and individuals.
Chet joined Enterprise Bank in 1998 with the task of building a sales culture. Over a 27-year period, Chet was part of the Enterprise team that grew the bank from 6 branches and $300 million in assets to 27 branches and over $6 billion in assets under management. As the bank’s Executive Vice President, Chief Sales, Community and Customer Experience Officer, Chet oversaw the bank’s sales, marketing, corporate communications, brand management, customer experience, philanthropy, and community volunteerism. He was a member of the bank’s executive management team and was responsible for several key client relationships.
With the combination of Enterprise Bank and Rockland Trust, Chet has remained active as a market executive, assisting Rockland Trust with community and client relationships post-merger.
Throughout his professional career, Chet has made a point to give back to the community through his volunteer efforts. As part of this, Chet was a member of the Lawrence Partnership board of directors for over 10 years. During this time, he served as vice-chair and treasurer. He also served on the executive committee, the corporate governance and nominating committee, the finance committee, and the development committee. Chet is particularly proud of the role he played as one of the key architects in the creation of The Lawrence Venture Fund. Through the Lawrence Venture Fund, many Lawrence-based entrepreneurs received critical funding to get their businesses started. The fund also played an important role in providing short-term capital to many Lawrence businesses during the time of the gas crisis.
Chet currently serves as the Chair of the Greater Lowell Community Foundation. He is a board member of Agespan, the Jack Trottier Foundation for Spinal Cord Injury, and the Lowell High School Athletic Hall of Fame. He is a corporator of Lowell General Hospital. Through his personal efforts and his participation on many committees over the years, Chet has raised millions of dollars for charitable purposes.
Chet is a graduate of Princeton University and holds an M.B.A from Boston College. He is a graduate of the Stonier Graduate School of Banking, and the General Management Program at Harvard Business School.
Chet and his wife, Linda, live in Tyngsborough, where they raised their 3 children, and they are now blessed with 5 grandchildren.
